Tier 1: 2023 Emerging Industries RFP: Seeks to work with Industry Intermediaries to promote the development, launch, and expansion of RA program opportunities in emerging industries that have not traditionally used RA to address talent and occupational needs.  Below is a snapshot of what this RFP would target expertise to accomplish:

  • Engage relevant stakeholders through RA Accelerator convening, including employers, and Unions and Joint Labor-Management organizations to develop and expand sector-based workforce solutions through RA.

  • Develop RA standards that outline both on-the-job training and Related Technical Instruction (RTI) requirements based on industry needs that meet the requirements for registration with OA or a State Apprenticeship Agency (SAA).

  • Provide expertise in all other aspects of RA program development to promote both quality and equity.

  • Partner with other critical stakeholders to include education and workforce organizations, State and Local governments, State and Local Education agencies, Unions and Joint Labor-Management organizations, community-based and equity organizations that bring additional expertise or needed capacity (e.g., supportive services) related to either the sector-based approach, target populations, or both.

  • Provide TA which results in program development, launch and expansion of programs in emerging industries on a State and local level as well as scaling initial models on a regional or national scale (as appropriate).
